The authority
In Pune the fire NOC is issued by the Pune Fire Brigade under the Pune Municipal Corporation. The neighbouring Pimpri-Chinchwad Municipal Corporation operates its own fire brigade covering the PCMC area.
This matters more in Pune than in most cities, because the two corporations abut each other across an area of continuous development. Plots near the boundary, and the villages merged into PMC in recent expansions, are worth confirming before anyone starts preparing a submission. Applying to the wrong corporation is a pure waste of weeks.
What shapes requirements in Pune
Pune's building stock is unusually mixed, and the binding constraint varies by segment rather than being uniform across the city as it broadly is in Mumbai.
Residential redevelopment in the older core involves constrained plots where fire tender access and marginal open space become the difficult items, much as in Mumbai but on smaller buildings.
IT parks and business occupancy along the eastern and western corridors are the largest single category. The recurring issue here is not the base building but the fit-out: a floor approved as business occupancy, then fitted out at a density, or with a cafeteria or auditorium, that pushes it toward assembly occupancy. The requirement set follows the actual use.
Industrial and warehouse stock on the fringes brings storage and hazardous occupancy classifications, where the code requirements step up sharply and the insurer's requirements often exceed the statutory minimum.
Institutional buildings — the hospitals and the education sector Pune is dense with — carry the heaviest requirements for their height, because the occupancy assumes people who cannot self-evacuate.
The application route
The fire protection layout is submitted with the building proposal, and the fire brigade's clearance feeds the building permission. Your architectural drawings and fire layout must reconcile exactly; inconsistency between the two sets is the most common cause of a file coming back with queries.
At completion, the fire officer inspects against the approved drawings with the Form B certificate from your licensed agency in hand, and the final NOC issues on a satisfactory inspection.
Common reasons applications stall in Pune
Wrong corporation. As above — confirm PMC or PCMC before you draw anything.
Drawing inconsistency. Different staircase widths or floor areas between the architectural set and the fire layout.
Deviation from the approved design. A pump or tank reduced after approval; sprinkler heads relocated to suit a false ceiling that was not on the approved drawing.
Occupancy drift at fit-out. Especially in office buildings, where the approved use and the actual use diverge.
Access obstructed at inspection. The approved site plan showed a clear tender path; the built site has parking, a transformer or a security cabin on it.
After the NOC
The final NOC is a milestone, not a conclusion. Every covered building in Pune carries the half-yearly Form B obligation for as long as it stands, certified by a licensed agency. See Form A and Form B explained.
